Community Sanitation Overview:
A few homes have individual systems that collect and use rainwater. About one-fourth of homes have running water to the kitchen, but no homes have complete plumbing. The school has its own well and sewage lagoon. Honey buckets are disposed of by residents in the sewage lagoon. An electrical transmission line from Bethel supplies power. The RUBA staff assigned to this community on July 1, 2010 has corresponded with Oscarville Traditional Council by phone, fax, and email several times concerning RUBA, the fuel watch, and other general government related issues. Successful communication has only happened four times by phone. During these conversations RUBA staff has verified contact information. Despite repeated offers of assistance Oscarville Traditional Council has not responded. In November of 2012 the RMW communicated that the utility has been broken down (at that time) for the last four years and there has basically been no activity during this time. Oscarville is only five miles away from Bethel, but does present unique travel difficulties in getting there. Oscarville has no airport and so there is no commercial travel available to state workers. People that live in Oscarville commute to Bethel by private boat in the summer; and in the winter travel overland on snow machine or by automobile on the ice road. The last RUBA assessment that was conducted by an LGS traveling to the community on his personal snow machine in November of 2009. The RUBA assessment revealed that the utility was non functional. A water treatment plant was built in the early 1980's but was closed in 2007.

Request for information needed for verification of RUBA essential indicators were sent to Oscarville Traditional Council on March 19, 2014, November 29, 2013, September 5, 2013, June 5, 2013; March 15, 2013, December 4, 2012, September 14, 2012, June 1, 2012, March 28, 2012, December 5, 2011, September 19, 2011, June 14, 2011, and March 16, 2011. At the time of this writing the Tribe has not responded to these requests. Therefore the Tribe is not in compliance for several essential indicators.
