Administrative Order 360
Public Engagement

On August 4, 2025, Governor Dunleavy issued Administrative Order (AO) 360 addressing regulatory reform in Alaska and requiring stakeholder engagement. Per the AO:

Stakeholder feedback is essential and required at all stages of regulatory reform. Accordingly, each agency shall:

  • Solicit written and oral input from the public, affected industries, and community organizations regarding which regulations are the most burdensome and should be prioritized for reform, and how the agency’s regulatory system could be reorganized or simplified.
  • Document and publish stakeholder and public feedback and agency responses.

The Division of Corporations, Business and Professional Licensing (the “division”) is undertaking this solicitation process to ask the public for ideas, suggestions, and input before the division drafts or proposes any specific regulation amendments or repeals for public review.
The Division of Corporations, Business and Professional Licensing is particularly interested in specific ideas for regulatory change that may:

  • clarify existing regulatory obligations;
  • reduce costs for the public, industry, or government;
  • improve or streamline procedures, application requirements, and review processes, for example reducing the time required to apply for a license, permit, or benefit;
  • reduce administrative burdens;
  • streamline permitting procedures;
  • improving communication procedures;
  • provide greater transparency with respect to standards, decision-making, and rationales for application processing; or
  • clarify interagency roles.

Oral Comments
Oral comments will be taken at the meetings shown below. Multiple times are offered for your convenience; there is no need to attend multiple meetings for the same topic although you may if you wish. Registration is required to attend a meeting. Please be prepared to state your name, occupation, program you are speaking to (e.g. dental, public accountancy, etc.), the regulation number for which you have suggestions (e.g. 12 AAC 16.930), and your comment. There are links below to the regulations for each program. Feedback will not be provided during the meeting, but all suggestions will be carefully considered.
