Rural Administrative Fuel Advisors (RAFA) RAFA is an administrative capacity building program for bulk fuel providers in rural Alaskan communities. RAFA is intended to help improve sustainable management of bulk fuel facilities in rural Alaska, and in turn reduce the risk of oil spills and increase the longevity of bulk fuel facilities. RAFA courses are provided in person throughout the year. Courses consist of three full days of in-class instruction, a manual students can keep; sample documents, templates, guides, activities and exercises; and reviews. Topics include: Financial Management Financial Stability Operations Organizational and Personnel Management Optional Topics: Power Cost Equalization Bulk Fuel Loan Program Courses are open to clerks, financial staff, administrators, managers, owners, and operators of rural Alaskan bulk fuel facilities Funding for RAFA comes from the Denali Commission. RAFA is free of charge to attendees. Qualifying attendees who complete the course are eligible for a reimbursable travel grant that covers receipted travel and accommodation costs.
