Rural Administrative Fuel Advisors (RAFA)

RAFA is a bulk fuel provider administrative capacity building program. The goal of the RAFA program is to provide administrative training for administrators and managers of bulk fuel storage tank farms for rural Alaskan communities. The program is funded by the Denali Commission, and is intended to help improve sustainable management of bulk fuel facilities in rural Alaska, and in turn reduce risk of oil spills and increase the longevity of bulk fuel facilities.

RAFA Courses are provided in person throughout the year. Courses consist of 3 full days of in-class instruction, a manual students can keep, sample documents and templates, guides, activities and exercises, and reviews. Topics include:

  • Financial Management
  • Financial Stability
  • Operations
  • Organizational and Personnel Management
  • Optional topics:
    • Power Cost Equalization
    • Bulk Fuel Loan Program

Courses are open to clerks, financial staff, administrators, managers, owners, and operators of rural Alaskan bulk fuel facilities.

The course is free of charge! Attendees who complete the course are eligible for a reimbursable travel grant covering receipted travel and accommodation costs.
