Administrative Order 360 Public Engagement

On August 4, 2025, Governor Dunleavy issued Administrative Order (AO) 360 addressing regulatory reform in Alaska and requiring stakeholder engagement. Per the AO:

Stakeholder feedback is essential and required at all stages of regulatory reform. Accordingly, each agency shall:

    Solicit written and oral input from the public, affected industries, and community organizations regarding which regulations are the most burdensome and should be prioritized for reform, and how the agency’s regulatory system could be reorganized or simplified.
    Document and publish stakeholder and public feedback and agency responses.

The Alcohol and Marijuana Control Board is undertaking this solicitation process to ask the public for ideas, suggestions, and input before the division drafts or proposes any specific regulation amendments or repeals for public review. The Alcohol and Marijuana Control Board is particularly interested in specific ideas for regulatory change that may:

  • clarify existing regulatory obligations;
  • reduce costs for the public, industry, or government;
  • improve or streamline procedures, application requirements, and review processes, for example reducing the time required to apply for a license, permit, or benefit;
  • reduce administrative burdens;
  • streamline permitting procedures;
  • improving communication procedures;
  • provide greater transparency with respect to standards, decision-making, and rationales for application processing; or
  • clarify interagency roles.

Written Comments

Written comments may be sent to Alcohol and Marijuana Control Office at 550 W. 7th Avenue, Suite 1600, Anchorage, Alaska, 99501, or by electronic mail to amco.regs@alaska.gov, or through the Alaska Online Public Notice System, by accessing the notices on the online public notice system and using the comment link. Written comments should be received by December 16, 2025.

Oral Comments

Oral comments will be submitted via the virtual hearings at the meetings shown below . Please be prepared to share your oral comments by telephone only.

When submitting written or oral comments, you are encouraged to:

  1. Identify yourself and your association (if applicable)
    1. Ex. “My name is Nancy Thompson, I have a Restaurant or Eating Place license, and I am based in Anchorage”
  1. On which regulation(s) and subsection(s) are you providing input?
    1. Ex. “I am providing input on 3 AAC 305.040, When licenses become available and 3 AAC 305.045(c)(3) Application for license and endorsement”
  1. Why should this regulation be changed?
    1. Ex. “I think 3 AAC 305.040 should be changed because….”
  1. How does your suggestion for change in #3:

    3. improve or streamline procedures, application requirements, and review processes, for example reducing the time required to apply for a license, permit, or benefit;
