Applicant Information Foreign Educated Nurse Requirements For both examination and endorsement applicants For a graduate of a foreign pre-licensure education program that is NOT taught in English one of the following is required: an English proficiency examination that includes components on reading, speaking, writing, and listening; an evaluation of the applicant's nursing education by the Commission on Graduates of Foreign Nursing Schools Credentials Evaluation Service, including a full education, course-by-course report that indicates the applicant's nursing education was taught in English; or an official International Commission on Healthcare Professions (ICHP) certificate that verifies that the applicant has successfully completed the VisaScreen: Visa Credential Assessment Service; (not required if applying by Endorsement) A list of accepted English proficiency exams and scores can be found here: Updated List of Tests and Scores for Foreign Health Care Workers (as of May 24, 2022) | HRSA For examination applicants Official Transcripts sent directly to the board from the school of nursing. Provide a completed nursing program verification form; the nursing program verification form must be completed by an official of the school of nursing attended and submitted directly to the department from the school of nursing. If the applicant is applying for a temporary permit, an evaluation of the applicant’s nursing education by the Commission on Graduates of Foreign Nursing Schools Credentials Evaluation Service, with a full education, course-by-course report is required.
