Notice of Adopted Changes to the Regulations of the State Board of Registration for Architects, Engineers, and Land Surveyors

On November 1, 2018, the State Board of Registration for Architects, Engineers, and Land Surveyors adopted regulation changes in Title 12, Chapter 36 of the Alaska Administrative Code. Particularly regarding eligibility for architect examination and registration and architect education requirements, the regulations update references to National Council of Architectural Registration Boards (NCARB) standards to align language with current terminology and remove obsolete seismic requirements; and also update requirements for architect and engineer registration by comity, adding structural engineering registration by comity in addition to other requirements for engineer registration by comity.

The regulation changes were reviewed and approved by the Department of Law, signed and filed by the Lieutenant Governor on February 26, 2019, and will go into effect on March 28, 2019. Please click HERE to see the filed version of the regulations.

Home Inspections by Licensed Engineers and Architects

An individual who holds a valid license as a professional engineer or architect may do home inspections without obtaining a home inspector license. However, they cannot use the term “home inspector” in any way or advertise that they conduct home inspections. They also must seal, sign and date the inspection report. If they call themselves “home inspectors” or advertise their services as “home inspectors” or fail to seal, sign and date the report they are in violation of AS 08.18.153 and the Division will open an investigation for unlicensed practice.

The State Board of Registration for Architects, Engineers, and Land Surveyors is staffed by the Division of Corporations, Business, and Professional Licensing. The board consists of two civil engineers, two land surveyors, one mining engineer, one electrical or mechanical engineer, one engineer from another branch of the engineering profession, two architects, one landscape architect (temporary, non-voting member), and one public member. Board members are appointed by the Governor and confirmed by the Legislature.

The Board adopts regulations to carry out its mission to protect the public health, safety, and welfare through the regulation of the practice of architecture, engineering, land surveying, and landscape architecture by:

  • ensuring that those entering these practices meet minimum standards of competency, and maintain such standards during their practice;
  • requiring licensure to practice in the State of Alaska; and
  • enforcing both the licensure and competency requirements in a fair and uniform manner.

The Board makes final licensing decisions and takes disciplinary action against people who violate the licensing laws. The board meets four times a year and offers a public comment period at each meeting. Meeting agendas and minutes are available from staff, and will be posted to this website once prepared.
