Community Coastal Impact Assistance Program (CCIAP) Named Recipient Program Aleutians East Borough Chapter 15 SLA 09 allocates a portion of the State of Alaska's CIAP funds to the Department of Commerce, Community, and Economic Development for legislatively-named recipients. The Aleutians East Borough was appropriated $602,768 through this legislation for capital projects. These funds are being administered through the Community Coastal Impact Assistance Program (CCIAP). The borough boundary stretches from the tip of the Alaska Peninsula to the easternmost Aleutian Islands. It is bordered on the north side by the Bering Sea and the south side by the Pacific Ocean. The Aleutians East Borough has a population of 2,699 (2008 DCCED Certified Population), a coastal area of 12,745.4 square miles, and 2,547 miles of shoreline. The borough government is based in the City of Sand Point . The Aleut, or Unangan people, have inhabited the area for thousands of years, and they developed a rich culture based primarily on sea mammal hunting and fishing. Early contact was with Russian fur traders who sought sea otters in these islands. Whaling, fishing, and cannery operations brought an influx of Scandinavian and European fishermen in the early 1900s. During World War II, the area was a strategic military site for the Aleutian Campaign, and many locals were evacuated to Ketchikan. Sand Point is home to the largest fishing fleet in the Aleutian Chain. There are two first class cities ( King Cove and Sand Point ), three second class cities ( Akutan, Cold Bay and False Pass ), one unincorporated community ( Nelson Lagoon ), and three seasonal-use areas ( Belkofski, Pauloff Harbor , and Unga) within the borough. As a recipient of CCIAP funds, the Aleutians East Borough has developed projects to be funded through the Borough's CCIAP allocation. The Borough ranked these projects in Tier 1 and Tier 2 project lists to address regional priorities. The Department of Commerce, Community, and Economic Development, Division of Community and Regional Affairs then sent the proposed project lists to the Department of Natural Resources for inclusion in the state's CIAP plan.
