Community Coastal Impact Assistance Program (CCIAP) Coastal Resource Service Areas & Municipal Recipient Program Yukon-Kuskokwim Coastal Association (formerly Ceñaliulriit Coastal Resource Service Area) Chapter 15 SLA 09 allocates a portion of the State of Alaska's CIAP funds to the Department of Commerce, Community, and Economic Development for legislatively-named recipients. The Ceñaliulriit Coastal Resource Service Area (CRSA), one of four CRSAs established under the Alaska Coastal Management Program (ACMP) was allocated $2,583,292 through this legislation. With the sunset of the ACMP on July 1, 2011, the Bering Straits CRSA ceased to exist. Prior to the ACMP sunset, the Ceñaliulriit CRSA Board of Directors made the decision to incorporate as a non-profit organization, the Yukon-Kuskokwim Coastal Association (YKCA), in order to receive the CRSA’s CIAP funds and administer the projects supported by those funds. Chapter 5 SLA 12, effective April 15, 2012, re-appropriated the CIAP funds of the Ceñaliulriit CRSA to the YKCA. Yukon-Kuskokwim Coastal Association CCIAP Projects Yukon-Kuskokwim Coastal Association Project Management and Administration Yukon-Kuskokwim Clean Coast Initiative-Solid Waste Assessment, Best Practices Training, and Clean Up Regional Profile The YKCA serves the greater Yukon-Kuskokwim Delta region including Nunavak Island. This includes 8,933 miles of coast, a coastal zone of 15,364 square miles, and a population of 18,515 people (2008), mostly Yup’ik Eskimos. Subsistence hunting, fishing and plant gathering are the most important activities to the people of the region. Communities, Tribes and Regional Organizations: Forty communities are located in the region the YKCA serves: Akiachak, Akiak, Alakanuk, Aniak, Atmautluak, Chefornak, Chevak, Eek, Emmonak, Goodnews Bay , Hooper Bay , Kasigluk, Kipnuk, Koliganek, Kongiganak, Kotlik, Kwethluk, Kwigillingok, Lower Kalskag , Marshall, Mekoryuk, Mountain Village , Napakiak, Napaskiak, Newtok, Nightmute, Nunam Iqua , Nunapitchuk, Oscarville, Pilot Station , Pitka's Point , Platinum, Quinhagak, Russian Mission , Scammon Bay , St. Mary's , Toksook Bay , Tuluksak, Tuntutuliak, and Tununak. YKCA Board In 2011, the YKCA incorporated as a non-profit organization with the State of Alaska. The YKCA has a four-member board from throughout the Yukon-Kuskokwim region. In 2012, the YKCA Board of Directors hired a Program Director to serve as a staff person to the YKCA board, administer grants, and manage the YKCA CCIAP projects, finances and day-to-day activities. As a recipient of CCIAP funds, the YKCA has developed projects to be funded through the YKCA's CCIAP allocation. The YKCA ranked these projects in Tier 1 and Tier 2 project lists to address regional priorities. The Department of Commerce, Community, and Economic Development, Division of Community and Regional Affairs (DCRA) then sent the proposed project lists to the Department of Natural Resources for inclusion in the 2010 Amendment to the Alaska Coastal Impact Assistance Program (CIAP) Plan. The plan received federal approval, and the State has subsequently applied for and recieved federal awards for all approved projects in the CIAP plan.
